You will have to had completed the three tasks to get the Severin Manor.
March of the Dead Quest
Starting at the Old Attius Farm, you will see a Redoran Guard called Captain Veleth fight some Ash Spawn. Defeat the Ash Spawn, picking up a "Declaration of War Note" and talk to Captain Veleth. He will then kill you to kill General Falx Carius at Fort Frostmouth. Kill the General and return to Captain Veleth.
The Final Descent Quest
Starting at the Raven Rock Mine, talk to Crescius, travel deep into the Mine and find the body of Gratian and take his Journal and Bloodskal Blade. You will need to open the Bloodskal Door by performing power attacks in the same direction as the glowing cuts in the wall. Then continue through Bloodskal Barrow and return to Crescius. He will then reopen the mines to all.
Served Cold Quest
Talk to Captain Veleth, he will want you to talk to Adril, he will tell you to go to the Retching Netch Pub and get information about the Ulen Ancestral Tomb. Go into the Ulen Ancestral Tomb and wait for someone to enter, once they enter you need to identify them, the visitor is Tilisu Severin, then return to Adril. He will tell you to break into the Severin Manor and steal a letter called "The Ulen Matter", then return to Adril. He will tell you to go to Ashfallow Citadel and kill Vendil. Then return to Adril and then talk to Councilor Morvayn and his will give you the Severin Manor with all of its belongings as well.
You own the Severin Manor in Raven Rock.
