Starting at Cinnabar Island, and surf towards Seafoam Island. You need to make it down to the bottom floor and when you get to the 4th Basement Floor you need to push the two Strength Boulders in the South-West of the room into the holes to stop the strong currents.
Articuno is one of the Legendary Trio Birds, it is a Ice/Flying Type. It is weak to Fire, Electric & Rock. It only has two Moves; Peck and Ice Beam. You will need a few Ultra Balls, and an escape to easily get back to the top of the cave.
