Once you have defeat the Kimono Girls at Ecruteak City, you will be given the Tidal Bell, paired with the Silver Wing, you are now able to catch Lugia.
You need to go to the Whirl Islands, starting in the Northwest Island, you need to make your way to the basement floor where Lugia is waiting for you.
Lugia is the Guardian of the Seas, it is a Psychic/Flying Type. It is weak to Ice, Electric, Dark, Rock & Ghost. It has four Moves; Extrasensory, Rain Dane, Hydro Pump & Aeroblast. Aeroblast is its signature move it is an extremely powerful flying-type move, with a high critical hit ratio.
You will have the chance to catch Ho-Oh after you get the Rainbow Wing in Pewter City.
