Once you have defeated the Kimono Girls at Ecruteak City, you will be given the Clear Bell, paired with the Rainbow Wing, you are now able to catch Ho-Oh.
You need to go to the Bell Tower in Ecruteak City and climb to the roof where Ho-Oh is waiting for you.
Ho-Oh is Guardian of the Skies, it is a Fire/Flying Type. It is weak to Electric, Rock & Water. It has four Moves; Extrasensory, Sunny Day, Fire Blast & Sacred Fire. Sacred Fire is its signature move it is an extremely powerful fire-type move, with a 50% chance of burning the victim. Ho-Oh is holding the Sacred Ash which is an item which has the ability to revive all fainted team members to full HP and PP once.
You will have the chance to catch Lugia after you get the Silver Wing in Pewter City.
