I was able to catch a Diglett in the Diglett Tunnel, then I began battling all of the trainers on the S.S. Anne, defeating my Rival again, and talking to the Captain who gives you HM01 - Cut. This allowed me to cut down the cut bush to Vermillion Gym, before I fought the gym I defeated the trainers on Route 11 for the experience and then I was able to defeat Lt. Surge and his Raichu to get the Thunder Badge.
