Kamek is the Boss of the World 8 Tower.
Before the battle starts, Kamek uses his magic staff to make all of the blocks slowing crawl towards the left of the room. Kamek will then disappear and reappear. He'll disappear and reappear quickly twice, then reappear a third time, in which he will use his magic staff to hit a block to turn it into enemies. When he reappears for the third time, hurt him then.
You'll need to hurt him 3 times.
