Starting at Cinnabar Island, surf to Seafoam Island. You will need to make it down to the bottom floor, you'll need a Pokemon which knows Surf and Strength to get there. It is sitting on the south island of the basement floor.
Articuno is one of the Legendary Trio Birds, it is Ice/Flying. It is weak to Fire, Electric & Rock. It has four moves; Ancient Power, Ice Beam, Agility & Reflect. You'll need a bunch of Ultra Balls to catch it, as well as an Escape Rope to get back to the top quickly and easily.
