Raikou, Entei and Suicune are Roaming Pokemon, what that means is that they will continuously jump around the map to different routes each time you; encounter a Pokemon, fight a trainer, enter a new route, enter a building, etc. So the best way to catch a Roaming Pokemon is to stock up on Repels, and go to a route where there is a patch of grass near where the route changes or a where there is a building. Spray a repel and have a Pokemon which is higher than the wild Pokemon but lower than 50 so you can encounter the Roaming Pokemon. This may take a while.
As soon as you counter the Roaming Pokemon, it will flee. You have time to use 1 Item or 1 Move if you Pokemon is faster. You can just throw the Master Ball and catch it easily.
The Legendary Beasts become Roaming Pokemon once you have helped Celio out with his Network Machine.
Only of the Legendary Beasts are available to you;
If you chose Bulbasaur, you can catch Entei.
If you chose Charmander, you can catch Suicune.
If you chose Squirtle, you can catch Raikou.
Raikou is one of the Legendary Beasts, it is an Electric Type. It is weak to Ground. It has 4 moves; Thunder Shock, Roar, Quick Attack & Spark.
Enei is one of the Legendary Beasts, it is a Fire Type. It is weak to Ground, Rock and Water. It has 4 moves; Ember, Roar, Fire Spin & Stomp.
Suicune is one of the Legendary Beasts, it is a Water Type. It is weak to Electric & Grass. It has 4 moves; Bubble Beam, Rain Dance, Gust & Aurora Beam.
