Firstly you need to solve all the Mayan Stelae Puzzles, collecting all 16 Stones.

New Bone
Santanillas (There are two on this island)
Isla Providencia (There are two on this island)
Long Bay
The Mayan Puzzles are rather simple and quick to complete. You have to place the Eagle Vision Lines so they connect up with the circles and rectangles which need to be covered by large rocks or pillars.
Once you have down this sail to Tulum and head towards the Mayan Outfit Icon. Travelling inside the Mayan Temple. Edward Kenway will then continue to place all the Mayan Stones into a door which slides upwards and you can collect the Mayan Outfit.
The Mayan Outfit can deflect all Bullets.
