Starting at the beginning of Victory Road, you need to head through Victory Road, just as you normally would. You need to get to Floor 3, then climb down the ladder in the North East of the Room down to Floor 2, Moltres is waiting in the boulder-ed over area of the map in the North East Corner of the Room.
Moltres is one of the Legendary Trio Birds, it is a Fire/Flying Type. It is weak to Water, Rock & Electric. It only has two Moves; Peck & Fire Spin. You will need a few Ultra Balls, plus a couple of Repels and Potions as you are travelling through Victory Road.
