Kill a Brute while he calms down his panicked allies - 30
Brutes can not be frightened, so you need to scare a small group of his allies with a Fear Bomb, Fear Fear or a Brutal Takedown. The Brute will slowly make his way to the panicked allies, where you can kill him. I recommend killing the Brute with Throwing Knives as it is quick and a headshot is an instant kill.
This is a reference to the British WWII Motivational Posters, which encouraged the British Citizens to keep calm and carry on with their jobs and lives.
