Once you have build the Overseer's Office you will gain access to Quests.
Quests require between 1 and 3 Vault Dwellers to go out to locations in the Commonwealth to complete missions. You can collect weapons, outfits, junk and caps from completing the missions. The take time to get there and back but the missions are well worth doing.

The first quest you are walked through.
You need three Vault Dwellers to go on the mission. They will have to make their way through the building and kill the Radroaches. In the bottom room there is a small swarm of Radroaches and a Glowing Radroach. Kill and you can complete the mission.
There are twinkling items around the building which can be clicked to collect Junk, Weapons, Armour and Caps.
