There are two main ways of getting more Vault Dwellers into your Fallout Shelter.
1: Babies
Babies are made once two Dwellers, of opposite genders, meets up in a Residence Room. After the Birds and the Bees... occur... the woman will become pregnant for 3 hours. The child will be born and will take up to 3 hours to grow up. While they are a child they will use up water and food, just like a any other Vault Dweller.
2: Radio Station
The Radio Station can be unlocked out once you have 20 Dwellers in your Fallout Shelter. Then you can put one of your Vault Dweller to work in the radio station to broadcast and try and attract other Dwellers to come to your Fallout Shelter. A Dweller with high Charisma will attract more Dwellers, compared to another with low Charisma. Radio Station can be upgrade three times, just like any other Room, which will increase your chance of attracting Dwellers.
